Is there such thing as one definition of populism? No, says Jon Elster but there are common phenomena. Globalization has generated a real and a felt threat of poverty, insecurity and inequality. But there are both winners and losers from globalization. Since by assumption the gains dominate the losses, the gainers should be able to compensate the losers.
